Additional Responsibilities:
The Project Director will provide vision, direction, leadership and management to the cooperative agreement. S/he will have the leadership qualities, depth and breadth of technical expertise and experience, professional reputation, management experience, interpersonal skills and professional relationships to fulfill the diverse managerial and technical requirements in the program description. The position will be based in Maputo, Mozambique, and will report to the FHI 360 Mozambique Country Office.
ESSENTIAL JOB FUNCTIONS: DUTIES AND RESPONSIBILITIES
- Responsible for managing the implementation of FHI 360 SFCS-OVC programs in Mozambique and ensuring achievement of project deliverables.
- Act as liaison with USAID, government institutions, relevant private and public agencies, and other donors regarding OVC and SFCS-OVC Mozambique programs and activities.
- Manage the development of work plans, their periodic review and revision, submission to the donor, and dissemination to government partners.
- Manage the design of subproject activities (including the preparation of budgets, implementation schedules, and evaluation criteria) and ensure the identification of appropriate staff and consultants to provide necessary technical and management assistance to implementing partners.
- Ensure appropriate monitoring of subprojects to achieve financial, administrative, and programmatic goals.
- Ensures that systems are in place so that each implementing agency fully complies with USAID and other donor regulations regarding implementation procedures, reporting and evaluation.
- Manage project staffing levels and supervise project staff.
- Serve as fiduciary of funds and signatory of bank account dedicated to FHI 360 programs and activities, in accordance with FHI’s policies and procedures.
- Ensure production of timely and accurate program reports to FHI 360, USAID, government and other key stakeholders as required.
The goal of SFCS-OVC is to reduce the socio-economic impact of HIV/AIDS on OVC and their caregivers in Mozambique. The overall objective is to enhance the capacity of families and communities to support, protect, and care for OVC and caregivers
Qualifications:
- A Master's Degree or higher in the relevant subject area(s), preferably in Social Work, Public Health,
- International development, or Community Development, is required.
- A Proven record of excellent management, leadership, decision-making and interpersonal skills.
- Demonstrated international credibility as a leader on matters of children development, education and
- Social work or on other relevant subject area in developing countries.
- Demonstrated ability to ensure gender integration in project design, implementation and ME
- At least 10 years of senior level management experience on designing, implementing and managing
- Large, complex care and support projects in developing countries.
- At least 8 years of experience living or working in a developing country.
- Effective English oral and written communication skills; ability to interact professionally in both
- English and Portuguese is required.
- Ability to navigate politically sensitive terrain and maintain constructive relationships with a diverse
- set of key stakeholders;
- Demonstrated ability to think strategically and transmit his/her vision to partners and colleagues.
- Knowledge of and experience with the design, management and implementation of OVC programs.
- Sensitivity to cultural differences and understanding of the socio-economic and political situation in Mozambique and the ethical issues surrounding OVC programming.
- Ability to organize systems to monitor administrative as well as project results.
- Well-developed written and oral communication skills.
- Ability to work well with others and to develop and maintain compatibility among project staff, subcontractors, consultants, and recipients of assistance.
- Ability to travel internationally as needed.
