Malawi Telecommunications Limited (MTL) invites applications from suitably qualified and experienced candidates to fill vacancies at its Head Office in Blantyre and Lilongwe respectively.

Facility Manager HR14004
Reporting to Head of Support Services, he/she will be responsible for:-
Management of Buildings
- Reviews, develops and implements office buildings and accommodation plans.
- Ensures compliance with Health and Safety legislation in terms of ventilation, fire prevention, evacuation, accessibility.
- Negotiates with landlords, tenants and co-sitters on rental fees for rented land, buildings and tower spaces.
- Facilitates the signing of co-siting and lease agreements.
- Creates, maintains and strictly enforce an internal control framework.
- Follows up payment of rentals and produces quarterly reports on leased buildings and rentals collected and paid.
- Management of space utilization.
- Conducts regular assessment of the systems and processes.
- Collaborate with external service providing companies to achieve a balance of internal and external forces.
Contract Management
- Coordinates and participates in the negotiation of the contractual terms on a range of contracts.
- Liaises with the legal /Regulatory Affairs Departments on the drafting of a legally enforceable contract.
- Ensures that contracts are signed by both MTL and the service provider.
- Generally manages all property contracts (co-siting and lease)
Relationship management
- Builds, develops, maintains and manages good relationships with key stakeholders.
Staff Management and Team Leadership
- Encourages facility staff to develop their skills and expertise, assesses training needs and provides on job training.
- Performs target setting and performance appraisal for facility function.
- Ensures that staff in the department act ethically and protect the interests of the company at all times.
- Performs on site evaluations and collaborates with Regional Maintenance Center Manager’s regarding the performance of staff under the section.
- Facilitates regular staff meetings to promote a cooperative team environment.
Budget and budgetary control
- Formulates and manages the departmental budget.
- Identifies and implements opportunities for cost reduction and cost efficiency for improvement.
- Requisition and arrange for the purchase of materials, supplies and equipment.
Manage the procurement process
- Gives guidance on the facilities procurement process.
- Monitors requests from other departments to ensure that they are appropriately handled and processed in a timely manner.
- Approves bills of quantities.
Reporting
- Production and provision of facilities status reports on and monthly basis.
Management of Facilities Activities
- Schedules and coordinates repair works with contractors.
- Produces BOQs and BOMs for internal works.
- Assesses facility needs; evaluating and prioritizing to determine assignment scheduling.
- Organizes and maintains appropriate records for all works performed and supplies used.
- Monitors and evaluates the quality and completion of jobs.
- Makes periodic inspections of buildings and equipment.
- Ensures and oversee the building system including mechanical, fire/life safety, physical security, accessibility office equipment.
The successful candidate should have the following qualifications and attributes:
- Bachelors Degree in Civil Engineering, Architecture, Quantity Surveying or its equivalent plus three years experience.
- Should have analytical skills and attention to detail.
- Should have excellent written and oral skills.
- Be honest and of good integrity.
- Be results oriented.
- Have initiative.
- Good Computer skills.
- Should be a Team Player.
- Should have good negotiation skills.
- Property business entrepreneurship knowledge will be added advantage.
