Project Description
The project will improve the performance of provincial water utilities and expand access to safe piped water supply and sanitation for urban residents in Lao PDR’s small towns. The project provides financing to corporatized water utilities for the development and expansion of water supply systems and village improvements help reinforce the linkages with sanitation and health in communities. It complements existing projects by strengthening further the performance of corporatized water utilities through innovative approaches on NRW management, water safety plan implementation, and O&M training through a water operator partnership.

Team Leader/Water Supply Sector Specialist - 44 person/months
  • Bachelor’s degree in civil/municipal engineering or similar
  • Chartered/professional engineer with broad experience in the implementation of water sector projects, including sector reform and infrastructure, as well as water sector planning and management.
  • Min. 20 years experiences in water supply development, including at least ten years experiences in Southeast Asia, and with sound experience of managing a culturally diverse team.
Procurement Specialist - 10 person/months
  • Bachelor degree
  • At least 10 years’ experience in procurement in Lao PDR, with at least 5 years on externally-assisted projects. Experience on ADB-funded projects will be highly regarded
Non Revenue Water Management Specialist - 15 person/months 
  • Bachelor degree or equivalent
  • Over 15 years’ experience in the water supply industry, with no less than 5 years proven experience in NRW management
  • Min. 5 years experiences in Southeast Asia.
Water Supply Design Engineer – 15 person months
  • Bachelor degree or equivalent in civil/environmental engineering
  • Internationally recognized chartered professional engineer
  • Min. 10 years’ experience on water supply engineering projects
  • Min. 5years’ experience in design/implementation of water supply projects in Southeast Asia is required.
Resettlement Specialist 11 person months
  • Postgraduate degree in a relevant discipline such as social sciences or equivalent
  • Min. 12 years of experience in LAR activities associated with infrastructure projects.
Social/Gender Specialist 11 person months
  • Tertiary qualifications in a relevant discipline such as social sciences or equivalent
  • Min. 12 years’ experience in social and gender issues associated with infrastructure projects.
Environmental Specialist (IEEs/EMPs) 11 person months
  • Postgraduate degree in a relevant discipline such as environmental engineering, engineering, or the biological sciences
  • Min. 12 years experiences in the environmental management of infrastructure projects, including environmental assessment, and works supervision (preferably, of donor-funded projects).
Community Development Specialist 11 person months
  • Tertiary qualifications in a relevant discipline such as social sciences or equivalent
  • Min. 12 years’ experience in community development/participation on infrastructure projects.
Hygiene/Sanitation Behaviour Change Specialist 8 person months
  • Bachelor’s degree in a relevant discipline such as health, health promotion, social marketing or equivalent
  • Min. 8 years experiences in the WASH sector
Economist and Financial Specialist  
  • Eeconomics or finance postgraduate degree or its equivalent with extensive experience (minimum 15 years) in economic and financial analysis of water supply and sanitation projects.
  • Work experience in Lao PDR or similar developing countries is an advantage.
  • The specialist must be familiar with the ADB’s Guidelines for the Economic Analysis of Projects, Handbook for Integrating Poverty Impact Assessment in the Economic Analysis of Projects, Handbook Guidelines for the Economic Analysis of Water Supply Projects, Handbook for Integrating Risk Analysis in the Economic Analysis of Projects, Framework for the Economic and Financial Appraisal of Urban Development Sector Projects, and ADB’s Guidelines for Financial Governance and Management of Investment Projects and Criteria for Subsidies.
Electrical and Mechanical Engineer Specialist 8 person months
  • Bachelor degree or equivalent in electrical/mechanical engineering
  • Min. ten (10) years’ experience on the electrical/mechanical design of water supply engineering projects;
  • Min. five (5) years’ experience in this type of work in Southeast Asia is required
Financial Analyst/Management Specialist 2 person months
  • Business management/financial accounting/accounting/finance and economics postgraduate qualification from an internationally recognized institution
  • Min. 20 years experiences in the water supply industry, and at least 7 years in the Southeast Asia.
Feasibility Study Quality Assurance Specialist 6 person months 
  • Bachelor degree in social sciences or engineer
  • Min. 5 years of experience. She/he should be diligent and have demonstrated good organizational skills.
Regional O&M Facilitator 9 person months
  • Bachelor degree in engineering or equivalent
  • Min. 15 years’ experience in the water supply sector in Southeast Asia
  • Previous experience on facilitation of a twinning arrangement will be a distinct advantage, as will experience in the water supply sectors in Thailand and Lao PDR
Duration of the project: 84 months
