Finance Manager, Lilongwe

MSH is seeking candidates for an upcoming USAID-funded program to build capacity of local non-governmental and civil society organizations in Malawi. The anticipated multisectoral organizational capacity project will specifically work to improve CSO financial management, strategic planning, program management, monitoring and evaluation, research, and constituent outreach for increased civic participation and improved access to quality health services.


The Finance Manager is the primary financial and administrative officer of the project.  S/he ensures that all budgets, expenses as well as program procurement activities are all carried out according to USAID and MSH standards and regulations, and that financial functions support the timely and effective implementation of the project’s technical scope of work. The Finance Manager also oversees the overall administration of the project and plays a key role in program implementation by the facilitation of program activities.  S/he is involved in the details and overall strategy and provides support by linking up project activities with the needed human, financial, and logistical resources.  This includes working with MSH’s HQ support units managing operations, contracts, procurement, accounting, and any HR activities on the program. S/he liaises with local partners and with MSH’s headquarters regarding any aspects of program implementation related to finance, procurement and program implementation.

Specific Responsibilities
  1. Oversee and supervise the work of the project finance and administration team.
  2. Lead program annual budget development process. This includes managing the annual work plan, life-of-project and activity budgets and ensuring compliance of program expenditures with approved budgets.
  3. Ensure the consistency, inclusion and accuracy of costs and that they comply with MSH’s and USAID’s policy, where appropriate; and work with staff in developing budgets for technical activities as necessary.
  4. Develop and maintain systems for program expenditure monitoring and tracking. Provide routine pipeline analyses to the Project Director and USAID.
  5. Provide any ad hoc reports requested by USAID.
  6. Perform routine financial analysis on program expenditures, documenting and monitoring overall performance, analyzing trends, identifying gaps to ensure efficient and sound project management.
  7. Implement standard procedures and forms that promote and/or ensure program compliance with the program’s terms and conditions, and that ensures program spending provides the best value.
  8. Ensure that required reports are submitted on time and in compliance with USAID’s standards.
  9. Facilitates program implementation by linking program activities up with the needed human, financial, and logistical resources.
  10. Oversee grants management for the project.  
  11. Troubleshoots program implementation to facilitate activities.
Qualifications
  1. Masters-level degree in public administration, financing, economics, accounting, or a related field.
  2. Minimum eight (8) years’ experience in financial management of international development projects, preferably in Malawi with three years in similar management position.
  3. Experience with USAID work plan budgeting, expenditure monitoring, pipeline analysis, cost sharing and financial reporting 
  4. Extensive knowledge of USAID rules and regulations.
  5. Grants management experience. 
  6. Excellent planning, management skills, and system orientation
  7. Proven leadership and interpersonal skill and capacity in negotiation and conflict management.
  8. Strong organizational and communication skills
  9. Ability to work comfortably with Microsoft Office software, specifically Word, Excel, and PowerPoint. Squeaking
  10. Ability to work effectively both independently and as a team member.
  11. Excellent written and oral communications and presentation skills in English.
