Project Director, Lilongwe, Malawi

Overall Responsibilities
MSH is seeking candidates for an upcoming USAID-funded program to build capacity of local non-governmental and civil society organizations in Malawi. The anticipated multisectoral organizational capacity project will specifically work to improve CSO financial management, strategic planning, program management, monitoring and evaluation, research, and constituent outreach for increased civic participation and improved access to quality health services.


The Project Director will be responsible for chief administrative oversight for the project and leading the work of the project team. S/he is accountable for project deliverables and results, and has full accountability and authority for the development, execution, and monitoring of the project, including (1) vision and technical strategy; (2) project management; (3) documentation and communication; (4) client(s) and stakeholder(s) relationships; and (5) coordination and synergy with other MSH projects, and collaboration with MSH Country Representative and the Country Operations Management Unit (COMU), where applicable. Working with relevant implementing partners, the Project Director will monitor the quality of the work of all teams, partners, and collaborating agencies implementing support activities under this project.  S/he will serve as the project's primary liaison with USAID Malawi government partners.  Additional accountabilities include effective contribution to business and resource development activities, including strategic communication, positioning, intelligence gathering, and proposal development mission.

Position is contingent upon project award and funding. 
Specific Responsibilities
  1. Oversee implementation of the project activities and provide high quality technical and strategic leadership, managerial oversight, and administration of the project.
  2. Serve as the primary project liaison from MSH to the donor and is accountable for the achievement of results, ensuring quality of services are maintained at the highest standard, and that all project objectives and deliverables are met.
  3. Adapt and implement management systems with standard operating procedures to administer all activities funded by the agreement, ensuring sufficient financial staff for disbursing all local costs under this project, monitoring and tracking expenditures, and preparing financial reports of project expenditures for submission to the donor.
  4. Ensure positive relationships between the team and the partners.
  5. Mentor, support, manage and supervise a team of highly qualified staff with a particular focus on achievement of key tasks and project deliverables.  Supervisory responsibilities include, but are not limited to, meeting with supervisees on a regular basis to discuss issues, track work progress, provide guidance and support, and ensure consistent quality of work performed; conducting Performance Plan and Reviews; communicating, implementing and assuring adherence to MSH and project policies, guidelines and values; developing staff skills and knowledge; approving time sheets; and facilitating supervisee success whenever possible.

  7. Cultivate strategic relationships with the donor, US Government representatives, partners, NGOs, CSOs, appropriate officials from local governments and municipalities and representatives from other donor and development agencies; to ensure smooth implementation of activities.
  8. Meet regularly with USAID and attend meetings as requested.
  9. Ensure that project activities are technically sound, evidence-based, and responsive to the needs of the country and USAID.
  10. Facilitate the development of annual work plans and budgets. Review work plans, financial reports, cost share and performance monitoring plans.
Qualifications
  1. The COP will have a minimum of ten (10) years of professional experience in fields related to the successful implementation of this project such as; Organizational Development, CSO Advocacy, Grants Management for institutional strengthening in a developing country setting.
  2. An advanced graduate degree in a similarly related field of study, e.g. international public health
  3. Experience working with USAID and managing USAID projects.
  4. Demonstrated ability to manage complex, development programs in collaboration with national health ministries and international partners.
  5. Prior experience working in Malawi is preferable.
  6. Proven ability to develop highly effective teams of public health professionals and a supportive and empowering management style.
  7. Excellent interpersonal and communication skills, including the ability to work effectively with culturally and linguistically diverse team of staff, consultants and counterparts.
  8. Prior experience and success directing similar or larger international donor-funded projects.  Demonstrated strategic planning and visioning skills.
  9. Familiarity with USG regulations and administrative procedures in the implementation of donor assisted projects is preferred.
  10. Track record of strong commitment to sharing knowledge, documenting experiences, supporting creative initiatives, and sharing credit.
  11. Demonstrated written and oral communication, including substantial presentation experience to high-level audiences (policymakers, program managers, donors), as well as experience in facilitation and small group process.
  12. Ability to travel as needed.
