MSH is seeking candidates for an upcoming USAID-funded program to build capacity of local non-governmental and civil society organizations in Malawi. The anticipated multisectoral organizational capacity project will specifically work to improve CSO financial management, strategic planning, program management, monitoring and evaluation, research, and constituent outreach for increased civic participation and improved access to quality health services.
The Technical Advisor, Organizational Development will oversee the delivery of institutional strengthening technical assistance aimed at strengthening the institutional capacity of NGOs, CSOs and their affiliates to deliver quality services, manage resources efficiently and with accountability, and achieve and report results while ensuring long-term sustainability and impact. S/he will also be responsible for strengthening the capacity of local organizational development technical assistance providers. The Technical Advisor, Organizational Development works directly with the project Technical Advisors to support technical assistance.
This position is contingent upon project award and funding.
Specific Responsibilities
- Oversee the implementation of institutional strengthening technical assistance to non-governmental and civil society organizations and their affiliates including planning, organization and scheduling.
- Coordinate institutional strengthening technical advisors and enhance synergy between the different components of technical assistance.
- Respond to technical assistance enquiries from implementing partners.
- Strengthen the capacity of organizational development technical assistance providers.
- Establish and coordinate forums for information sharing across technical assistance categories and among technical advisors.
- Define technical assistance needs to ensure acquisition and delivery of quality short term technical assistance.
- Ensure the application of appropriate tools and standards for the delivery of institutional strengthening technical assistance.
- Prepare regular and adhoc reports on technical assistance.
- Provide oversight on the documentation and dissemination of technical assistance results in collaboration with relevant project experts.
- Ensure the timely achievement of institutional strengthening components of the project workplan.
Qualifications
- An advanced graduate degree in a similarly related field of study.
- At least ten (10) years of experience designing, implementing and managing programs in Malawi with substantial knowledge and experience in Malawi building capacity for NGOs and CSOs.
- A least 5 years of experience as a consultant in a relevant health or capacity building field, including a proven track record of managing successful consultancy.
- Experience with USG donor projects.
- Significant experience in local governance/public administration including capacity development of civil society organizations.
- Experience in supervising technical personnel and managing technical teams.
- Proven, effective leadership and communication skills. Superior ability in developing effective interpersonal relationships, negotiation and conflict management.
- Strong financial and operational skills with ability to demonstrate initiative, self-motivation and a commitment to lead and work with a diverse team
- Excellent written and oral communications and presentation skills in English.
