Position Summary
Advocacy Capacity Building Advisors/Consultants would provide content knowledge, technical assistance, consultation, and support to build the capacity of local organizations to develop and implement advocacy activities to increase the uptake of HIV-related services by key and vulnerable populations. Candidates should document and describe their experience in one or more capacity building methodologies (e.g. seconding, mentoring, training, etc.).
This posting is an initial gathering of CVs of potential candidates. Specific required skills, length of assignment, and level of effort will be determined in collaboration with local organizations during country assessment visits.
Key Responsibilities
- Provides subject matter expertise and technical assistance to the program, technical staff and administrators as per project/program requirements.
- Orients work to strengthen capacity of country counterparts and project staff.
- Provides analytical and evaluative techniques to identify, consider, and resolve issues or problems.
- Uses various quantiative and qualitative techniques to perform contract tasks.
- Ensures quality of services and compliance per project/program requirements.
- Participates in and/or prepares necessary technical and program-related documents, including but not presentations, progress reports and white papers.
- Organizes as needed project/program trainings, conferences, workshops, and meetings.
- Guides and supports research, data collection, policy formulation, training and capacity building efforts in support of contract/agreement activities and deliverables.
Qualifications
- Preferably with a Master’s degree and 5+ years of experience in public health, demography, health economics, policy formulation, or other field related to the program.
- Knowledge of health policy processes.
- Understanding of environment impacting the uptake of HIV-related services by key and vulnerable populations.
- Experience in capacity building and knowledge transfer.
- Experience implementing one or more effective advocacy strategies.
- Strong quantitative and qualitative research skills are required.
- Ability to incorporate applicable lessons learned from other sectors (e.g. education, environment, energy, and land use).
- Ability to translate complex analysis tools/models into PowerPoint presentations and/or other multi-media formats for presentation and training purposes.
- Strong interpersonal, writing, presentation, and organizational skills are required.
- Proficient in the use of Microsoft Office.
- Familiarity with USAID-supported project desirable.
- Demonstrated problem solving, analytic, financial, and evaluative skills.
- Attention to detail and ability to effectively and efficiently perform multiple tasks and balance competing priorities often within a required timeframe.
- Professional and mature demeanor and conduct, especially during interactions with the client.
- Ability to respond and adapt quickly to changing requirements and competing demands.
- Ability to speak and write local language(s) required. Preference given to candidates with written and spoken English skills.
Physical Demands
- Regularly required to stand or sit, and move around the facility.
- Ability to travel to other regions/provinces/districts within the country to conduct site visits, participate in meetings and other work-related activities.
