Background on Position
The General Budget Support Advisor and the Technical Support Personnel will work full-time. They will work within the PAPs Secretariat under the guidance and supervision of the Senior Economist by whom he delegates this responsibility.
Job Description
Responsibilities
- Help facilitate a constructive, strategic discussion within the PAPs on the future of GBS in Mozambique and the necessary reforms to the GBS structure and framework, including dialogue structures, results framework and internal work arrangements, based on the results achieved so far and the current economic and political context.
· Provide technical assistance to the PAPs on PFM issues, especially those related to financial planning and follow-up, as well as in regards to the strengthening of the link between spending and results
- Deliver technical input (e.g background papers, policy notes, presentations) to facilitate decision making in Economist Wording Group (EWG), Head of Missions, Head of Cooperation, Troika-plus and Joint Steering Committee meetings with GoM
- Assist in the follow-up of issues that demand special attention and of the Performance Assesment (PAF) indicators, providing technical advice when needed and assisting working groups in their work with the GoM.
- Keep track and share relevant analytical work on the key topics of concern and help ensure that the results are digested by the group (i.e in the form of policy notes, organization of presentations, among other methods and means
· Assist the PAPs during the Annual Review and the Planning Meeting,ensuring that the assessments made by the PAP as well as the Aide Memories are based on empirical evidence.
- Assist the PAPs and the GoM in carrying out the annual survey on aid effectiveness and PAPs performance.
Required experience
- Ten (10) or more years of relevant work experience in connection to the areas of expertise demanded by this assignment: General Budget Support and other type of programme support, Public Financial Management, Development Policy and Aid Effectiveness and Result Based Management
- 5 years of experience of working with program support, preferably in Sub-Saharan Africa. Experience in Mozambique is considered an advantage
- Solid understanding of government planning and budgeting systems, as well as of the alignment of external aid instruments.
- Experience from working in a multi-donor setting
- Three (3) relevant assignments completed within the past 5 years.
- Must have an undergraduate degree in either Economics, Public Finances, International Relations, Public Administration, Development Studies
- Must have very good knowledge of English a level 2 full proficiency and Portuguese Level 3 minimum proficiency
- Flexible, positive and constructive team player, dynamic and results-oriented.
