Host institutions : Ministry of Gender, Children and Social Welfare, Type of contract: Volunteer Position/Contract (National UN Volunteers), Starting date: As soon as possible, Duration of Contract : 2 yrs maximum (renewable after 1 yr based on performance

Develop and review M& E Frameworks for the Ministry’s programmes, develop and review Monitoring and Evaluation Tools for the Ministry’s programmes, Facilitate monitoring and Evaluation of Ministry’s programmes at national and district level, Design and supervise surveys for the collection of baseline data and impact assessment, Coordinate regular review meetings to assess the progress against the set targets of different projects and programmes and advising management with recommendation on the progress as per internal policies, donor regulations and the project timelines, Facilitate review of the Malawi Growth and Development  strategy for the Gender, Children, youth and Sports Sector, Produce regular reports for M&E work for learning and programme/project development, Mobilise resources through development of proposals to enhance implementation of the joint Sector Strategic plan for the Gender, Children, Youth and Sports Sector, Facilitate policy
 formulation and analysis, Facilitate management of the Ministry’s Integrated information Management System, Facilitate mapping of key funders of child protection services and the recipients of the funding, Train district council staff and other key stakeholders in Monitoring and Evaluation Tools and data base Management, Any other duties that may be assigned by the supervisor

Bachelor of Social Science Degree majoring in Economics, Those with a Masters Degree in Economics will have an added advantage, At least 3 yrs f progressively responsible professional work experience in programme planning, policy development and analysis and monitoring and evaluation, Proven experience in designing and conducting surveys, Strong analytical, quantitative and qualitative research skills, experience in policy development and analysis, Knowledge of computer management skills, including database generation and maintenance, statistical analysis software (SPSS/STATA) an MS Office applications, Ability to organise and implement capacity building programs at both national and district levels, Ability to work under minimum supervision
